What happens when the driver is here illegally, doesn't have a license or a SS#, and he/she runs into you? Better hope they're working or you're pretty much hosed.

Then it would fall back on the employer, he shouldn't be letting someone drive his vehicles if they don't have a license.

Okay, let's slow this down. This is CA we're talking about. I'm betting quite a few employers (especially the not so scrupulous ones) turn their heads and let the guy drive anyway. Or, the worker might have a DL and the employer doesn't do a background check to find out if the DL is valid or even real. It happens with citizens too. I've seen employers who take the guy's word for it and end up getting majorly hosed.
